General arrangements for the recognition of prior learning
A. Equivalence of study at primary and secondary schools abroad
Definition: Equivalence of a part of study and end-of-year reports issued at a primary or secondary school abroad, conversion of grades into the Slovak classification system for schoolmasters of primary and secondary schools, for the procedure of admission to universities in the Slovak Republic; or issuance of a statement on the degree of final record of education obtained abroad (i.e. report from the 9th year of study, vocational certificate, school-leaving certificate, or a university diploma) necessary to recognise at the respective District Office of the Regional headquarters of the Slovak Republic. The recognition itself is thus carried out by the respective District Office.
Issuance of a statement on the degree of final records of education obtained abroad, or a decision on the given issuance on the basis of application of the applicant for equivalence of study, are in the competence of the Centre for Recognition of Records on Education at the Ministry of Education, Science, Research and Sport of the Slovak Republic.

B. Information on the procedure of recognition of records of education issued by a foreign university at Trnava University in Trnava
The following shall apply in the process of recognition of records of education issued by a foreign university (at the 1st, 2nd and 3rd level):
- Section106 (2), subsection a) of Act No. 131/2002 Coll. on Higher Education and on changes and amendments of some acts as amended,
- Regulation of the Ministry of Education of the Slovak Republic No. 238/2005 Coll. on the procedure of recognition of records of education,
- Act No. 293/2007 Coll. on recognition of professional qualifications

Pursuant to Section 106 of Act No. 131/2002 Coll. on Higher Education and on changes and amendments of some acts as amended (after amendment effective January 1, 2013), recognition of records of education are regulated as follows:
(1) Recognition of records of education issued by a university situated outside the territory of the Slovak Republic or by another authorized authority pursuant to legal regulations of the respective state is a procedure assessing whether the conditions of issuance of records of education are to be recognised equal to the conditions of issuance of records of education pursuant to this act. Special regulation 34 applies to recognition of records of education as records on professional qualifications for the purposes of carrying out an occupation.
(2) Decision on recognition of records of education is made by:
a) a university in the Slovak Republic carrying out study programmes in fields of study corresponding or similar to those defined in the submitted record of education; if the completed study only corresponds partially, the university can order that the applicant take additional exams for recognition, or finalisation and defence of a bachelor, diploma or dissertation thesis; the university decides on the recognition of records of education pursuant to Clause 1 automatically, if an international agreement between the respective state and the Slovak Republic has been executed in mutual recognition and correspondence of records of education, and records pursuant to Clause 1 are a part thereof,
b) the Ministry, if there is not a university in the Slovak Republic carrying out study programmes in field of study corresponding or related to those defined in the submitted record.
(3) The applicant to whom the records of education correspond, pursuant to Clause 2, is entitled to use the respective academic title and its abbreviation in the territory of the Slovak Republic as they have been recognised pursuant to internal regulations of the issuing state in the language of this state. If such an academic title or its abbreviation are interchangeable with titles granted pursuant to this act requiring fulfilment of qualification gaining conditions other than those required in the state issuing such a record of education, the Ministry shall decide on the usage of the appropriate academic title.
(4) Detailed information on the procedure of recognition of records of education pursuant to this Section is stipulated by a generally binding regulation issued by the Ministry.
(5) Authenticity of signatures and school seals on original documents defined in Clause 1 must be certified by a respective state authority or notary office in the respective state, and a seal of a representative body of the Slovak Republic in this state, unless an international agreement stipulates otherwise.
(6) A decision on recognition of records of education stipulates that such decisions are not a document certifying qualifications.
